I need to get to advanced startup options

Here is a list of things that do not work on my PC

-Settings app
-Start menu
-Action center
-Pluged into driverless video card(1050ti) because drivers dont install
-Cortana
-Volume indicator

My pc is in very bad shape and I want to reset it without loosing files through advanced startup options. I tried shudown.exe /r /o, and I have no installation media to use. I also tried F8, which didn't work.

Hold Shift and Click Restart at the login screen or in Windows.
If you don't boot to a login screen, go straight into Windows and since the start menu in Windows doesn't work, you can try right clicking the start menu for the admin menu in order to perform the Shift + Click Restart. Or if the admin menu doesn't work either, you can press Alt+F4 when at the desktop to bring up a menu that will allow you to log off and then do the Shift + Click Restart.
