I currently have a PG248Q, but the PG278QR just went on sale.

I know that I wont be hitting the max refresh rate on a 1440p monitor (I currently have a GTX 1070), at least not if I want graphical settings at max.

I don't have anyplace where I can observe how different monitors look. So I am asking your opinion. Is it better to have a higher resolution, or higher graphical settings in a video game?

Solution
I like to have both which is why I have a GTX 1080ti with my 1440p, 144hz monitor.

If I HAD to choose, it would probably be the higher graphics settings.

That's entirely up to you and it really makes no sense to ask others about what's "better" when there's no easy way to get a clear cut answer without personally knowing you and your preferences. It would be like asking someone if they preferred a nicer looking but slower car over one that's less attractive but higher performance.

Badly worded, but presumably he's talking about the various Nvidia exclusive options in some games like Apex, Flex particles, GPU accelerated PhysX, VXAO, etc.
