Looking at upgrading current rig. What to keep?

I'm looking into upgrading my current rig. I am unsure about which parts I should keep and how much should I invest.

My current specs are:
CPU: Intel Core i5 4460
Memory: 8GB DDR3
Graphics: NVIDIA Geforce GTX 970

I am looking at two different upgrade bundles. One being half the price of the other.
Cheap upgrade:
AMD AM4 RYZEN 7 1800X 8-core
Alpenföhn Ben Nevis CPU Cooler 120mm
ASUS AM4 CROSSHAIR VI HERO
Corsair Vengeance LPX DDR4 3000MHz 16GB

All-in upgrade:
AMD Ryzen Threadripper 1950X CPU
MSI X399 Gaming Pro Carbon AC, TR4
Corsair Vengeance RGB DDR4 3000MHz 32GB
Corsair Hydro H115i CPU Cooler

Would it be smart at all to upgrade everything but my graphics card or would I bottleneck my rig with an older graphics card?

At the moment I mostly use my computer to play games like PUBG and dota 2. I was wondering if the more expensive upgrade would be a waste for my usage?

Should i keep other parts of my computer and look at other upgrades?

No idea you budget but I would get a i5 8600k build over the Ryzen 7

Thanks to both of you for the suggestions. Im unsure if my current rig is worth much. But you guys helped me a ton for both upgrading and building a new system. :)
