Computer lags heavily when opening web browser after Windows 10 update.

Hello and thanks in advanced at any replies.

I recently updated my windows 10 machine and every time I try to open a web browser the mouse lags and the cpu reaches close to 70% usage. There is heavy input lag.I have never seen this. This only happens with chrome, firefox, opera nad canary and it does not happen with edge for some reason. My specs are as follows.

intel i7 4790
AMD radeon r9 290
16 gigs RAM
240 gigs ssd in which os and the web browser is installed.
2 1TB drives for software regarding my work, games and media.

Nothing like this happened before but since I installed the new update my computer has been doing this. This is very weird. I do not want to make any assumptions of foul play on Microsoft's part but it's either that or some weird bug relating to my computer. I have also uninstalled all the browsers and this still happened. I installed Opera and Canary for the first time on this computer and the problem persists even with the new first time installs of those browsers. My HDD and SSD are fine i did sfc scannow and that came up with nothing. I am very frustrated its is so annoying especially cause some of my work is very memory intensive and I have to close chrome to do certain tasks to avoid crashing my work software and I can't have chrome freezing my computer every time i start the application.

note: I made a post earlier but no solutions were found. And I was not getting any responses so i decided to make a new one.
 
Solution
I went on a mass uninstall spree. I use multiple monitors so i had a bunch of software dedicated to managing multiple monitors and I had a bunch of remote computing software like splash top and team viewer. My problem was solved after I uninstalled them. I still do not know which program caused this as I uninstalled en-mass. But fianally i can use my computer normally.

I am have been trying to fix my brother's HP Pavillion All In One with similar specs to yours. It's an I7 with 16GB RAM. He had it plugged into wall (no UPS or power supply) and someone was doing electrical re-wiring in his house and so I assumed it was really slow due to power spike frying something and I thought since hard drive was super slow that it must be the HDD was fried. I put in a 512GB Crucial SSD and did full windows re-install using a fresh Windows.iso (windows media creation tool, I assume 1709?) and the re-install gets to the point where it is installing windows apps (the step after it configures devices) it gets really slow and I am still waiting for it to finish completely since the first couple times I turned it off in the middle because I assumed it was hung (after several hours). Now I have been using shift-f10 to launch cmd prompt during the install and then launch taskmgr and I can see it writing files but the disk I/O is ridiculously slow. Disk is showing 100% and reads and writes are happening in low KB/s.

In between windows installations I ran some hardware tests which passed but the memory quick tests took a lot longer than I think they were supposed to (although maybe they take longer for 16GB). That made me suspect a hardware problem but I installed Ubuntu 16.04 and it installed quickly and seemed to run fine. That made me think the hardware was fine. I updated the BIOS to the latest version available and tried to install Windows again but it's still really slow (still not done installing). At this point I am hoping it will finish installing so I can update drivers and troubleshoot in Windows, although it will likely be painful since it runs so slow.

I still don't know if problem is due to hardware issue or if a recent version of windows doesn't get along with this hardware for some reason. I suppose I could try to install an old version of Windows to rule out an issue with the latest Windows 10. I have issues in Windows 10 due to hard disk activity but nothing like this and not with an SSD. If I figure out problem I will let you know.
