Anything that accesses a hard drive is flickering.
Device manager, properties, things like Total commander,
4K bestbuy toshiba monitor working for over a year perfect on games everything!
Happened when I restored my W10 image. Then I upgraded to W10 enterprise fresh install.
Same.
At times I can see lines on the text box.
Im installing a program right now and its flickering enough to make me nervous.
ONLY FLICKERS WHEN I MOVE THE MOUSE! (USB mouse)
i Attempted to downgrade Nvidia drivers, then went to drivers only, then disabled all that 3D crap rebooted uninstalled, reinstalled same.
4K at 60 HRZ and changing to a lower rez does the same.
Reset the 4K display, same.
