Windows 10 install loads to command prompt

HP 1000-1403AU
AMD E1-1500 CPU
500Gb HD (clear)
4Gb RAM
BIOS v F30 (F34 is apparently available, but not from HP)

Came with Windows 8.1, was upgraded (?) to Windows 10 - 1703. Worked fine.
Prepping it for a new owner - install of W10-1709
This boots to a command prompt only.
Tried both UEFI & Legacy = same.
Install from USB (MBR or GPT via RUFUS 1.8) or DVD makes no difference.

Windows 8.1 and PE DVD also boot to Command.

I can boot fully to a LINUX DVD, where I tried GPARTED.

I have run DISK PART on it = same.

Get the latest rufus. Put a flash drive in . Since the BIOS is UEFI change partition to GPT. Enable secureboot if youre installing 64 bit. And change legacy to UEFI

Add the ISO in rufus. Wait for it to finish, reboot. Boot from flash drive

If the flash drive gets to setup delete all partitions / install windows

Have done all of that.

Latest RUFUS is 1.8. Tried both GPT and MBR for BIOS & UEFI. Makes no difference, it only goes to command.

yes, 2.18, sorry. Missed a number. ISO's are from the MS site via the Media Creation Tool.

What do you mean by: Change platform key to disabled?


I've tried a different HD to the same result. Both are found by the BIOS hardware test utility.

Now tried:
USB with Win 10-1709
USB with Win 10-1703
DVD with Win 10-1709
DVD with Win 10-1703
DVD with Win 7
DVD with Win 8.1
DVD with WinPE (made from Win10-1709)

All of the above in Legacy & UEFI
Legacy goes to Command Prompt
UEFI goes to SELECTED BOOT IMAGE DID NOT AUTHENTICATE

All USBs were made with RUFUS 2.18 (current version)

Also cleared the BIOS - no change.
