Windows 10 boots to a black screen with a movable cursor - every solution tried has failed

Hey, I've tried most of the solutions I could find online to this problem. Unfortunately, many involve booting into safe mode and the same problem still occurs there. I've tried most windows recovery options. The same happens when i try to boot from a windows 10 install USB. I've tried taking out my GPU and using onboard graphics and the same thing still happens. I would greatly appreciate any help in solving this problem.

Have you tried removing the CMOS battery for at least 15 minutes before replacing it and seeing if anything changes for you?

I just tried this, unfortunately there's no change.

I did just notice that my boot drive is a slave to the optical drive in IDE channel 1 in the bios, I'm not sure how to change this or whether this could be the cause of the problem
