New graphic card install on PC, after that PC wont boot

Hi I have a very strange problem.
It is about MB MSI h61m-p21 ( b3 ) and it run on HD5450 till now without problems, after I install a new graphic card to it r9 270x, PC power up and all is working except black screen on monitor and also I can't hear beep for boot up so it won't boot up. A ps unit is strong enough 650w Thermal take and I connect 2x 6 pin to graphic card.

As I can see MB is PCI-E 2.0 and graphic card request 3.0, but I read on this site that this is not problem and graphic cards 3.0 will work on PCI-E 2.0 slots on MB...

I spent a lot of time but can't find a solution any help will be desirable. Thanks.

Yes it is working. No it is not, new card 101% works without any problems. Something other is problem and I can't discover what.

How are you sure that new card isn't problem?

Solved. In order to get this MB works with new cards like r9 270x and similar you must update to lastest bios. Problem was that bios on this board must be updated from DOS.
