CSGO, best specs but only getting 15-20 fps

So, i reinstalled CSGO and everything changed after that. My Pc/Laptop should get around 60 fps but im only getting 15-20 fps on CSGO this also has never occurred in any other game.Is there any way to fix such a problem , i have tried reinstalling twice now even steam but no results.Its the same, no matter what i do i cant get it above 15-20 fps today.It sometimes goes higher to about 30 fps but thats still really low for my specs

GPU: Nvidia Geforce GTX 1060
RAM: 16GB
Processor: Intel(R) Core(TM) i7-7700HQ CPU @ 2.80GHz (8 CPUs), ~2.8GHz
SOLVED:- thank god finally.The solution for me was to manually disable Xbox DVR eventually i tried to do it on regedit.exe but it kept resetting so i decided to remove the xbox package itself
and to do that you must run windows powershell and type in this following command:-
Get-AppxPackage Microsoft.XboxApp | Remove-AppxPackage and your set

i cant get to disable the Xbox DVR because the app just wont open :/ and yes i have changed power plan..

Go to settings > Apps and Features and disable the Xbox app from with in there. Restart your system and then try.

It has an option to uninstall but is grey...is there any way that i could manually uninstall it?
