BEST LOW PRICED GPU TO RUN GTA V ON i3 2100

Ques1) What will be the best low priced GPU to get at least 35 fps? {Budget : 90$ - 130$}
Specs:
CPU - Intel Core i3 2100 @ 3.10 GHz
MoBo - DH61WW
RAM - 4 GB (2 GB x 2)
GPU - Integrated Intel HD Graphics 2000 (since I don't have a card)
Ques2) Do I need to upgrade my CPU if I want a decent FPS(35+)?
Ques3) Should I upgrade my RAM too to 8 GB for the same?

I'm thinking about going with the GT 1030. Will the CPU be enough??

Your i3-2100 can handle faster cards than any of those mentioned.
GT 1030 < GTX 1050 ≥ RX-560

Will it be the same with my CPU because if possible I don't want to upgrade my CPU at all.

Gta5 is highly cpu intensive, the i3 and 4Gb of ram meets absolutel minimum requirements, a gtx1050 being good for graphics. It's not the gpu that's going to keep you at 30fps, its the cpu/ram. It'll run, but expect to run any cpu bound settings at low, graphics settings at medium. The only way to improve game play would be a move to an i5 and 8Gb of ram.

Okay, I have already upgraded to 8gb ram(4x2 1333 mhz), and I am planning to play on 720p with average graphics settings so I think the i3 will be sufficient to provide at least 30fps with gt 1030..?

Well the 720p will help Alot. For the gpu. Doesn't affect the cpu in the slightest as far as that goes. But thats not a bad idea at all for a lower powered gpu. You'll just have to play around with the individual settings, keep the viewing distance short etc. Don't just stick on Medium. Things like character details you could probably raise to high.

I play with most things on medium, with DX10 or even 11 at an average of over 90 FPS.

This is my rig:

i5 3570K
GTX 750 1GB
12GB DDR3 ram
2TB HDD 7200rpm

1GB VRAM for GTA V is not enough to run it with details on high, you have to stick to medium. If I were you I'd invest on a GTX 1050 2GB. Or if you can afford the small difference, go for a 1050ti 4GB, it'll make a very noticeable difference, but as said before on this thread, your cpu is way too weak for GTA V. Even a cheap and weak FX6300 would be better.

Okayyy, I know I have to change my CPU but I'm already short on budget for the GPU so, I'll save some more for the CPU and will stick to less CPU intense games for the time by :p Thanks! :D

you should probably upgrade ram too, gtx 750ti, gtx 950 are cheap run on little power and can game quite well.
My PC:
i3-2100
2x4GB DDR3 ram
gtx950
runs real nice.
if you want to swap your CPU look into i5-2nd gen something like a 2500 can still run everything quite well
