Frames Dropping/Stuttering on 1700 GTX 1070

I've been struggling with my pc dropping frames or stuttering at times when I'm playing games. This is happening in Overwatch and CS:GO

Originally I thought it was because my CPU was OC'd to 3.5 and possibly running too hot. Set it back to default at 3.0 and experiencing the same issues.

Thought it may have been the fan on the GPU as well as running closer to 78, 79C. Bumped up my fans and now I'm routinely between the 68-75C range.

Here's my full rig:
AMD Ryzen 1700 3.0 GHz (Wraith Fan)
Asus - GeForce GTX 1070 8GB Dual Series Video Card
G.Skill - Aegis 16GB (1 x 16GB) DDR4-2133 Memory
ASRock - AB350M Pro4 Micro ATX AM4 Motherboard
Thermaltake - TR2 600W ATX Power Supply

All advice is greatly appreciated

Check task manager for memory hungry processes and search google to query any process that may be too large.

If all is normal, check xbox dvr isnt recording while you play.

1x 16gb is plenty albeit you are lacking dual channel bandwith which ryzen love. Running dual channel will benefit you a bit.

I'm going to give the dual channel a whirl tomorrow to see if that improves. I'd be going with 2x8gb at 3000. If that doesn't solve my issue my plan is to return the graphics card and get a new one. My guess is that will be the only way to solve it.
