Weird fps drops/stutters during game

When playing games (especially those demanding ones) i experience a weird issue. I noticed it when i was playing The Witcher 3. When i run around inside cities, or generally places with a lot of objects and npcs, i get this weird stutter and fps drops. Also, i noticed that when it happens, the texture details load up. I don't know how to describe it accurately. Here's a link to the video showing my issue. I don't know why the hell it uploaded in 360p, but you'll be able to see my problem.

msi h61m-p20 mobo
gtx 1060 6gb
6gb ddr3 ram
i5 3470

You don't mention the settings you're using or the resolution. Try 720p low settings. Does it run smooth? If so, then you're just cranking the settings too high.

I notice you have 6gb system ram. How did that happen? If you had 4gb I'd understand. If you had 8gb I'd understand. But 6gb? Is that like one stick of 4gb and another of 2gb? You want to play demanding games? Start with 8gb, two sticks of 4gb.
