CPU utilization over 90% for no apparent reason

Last week all of a sudden, my laptops fans started ramping up to max speed and cpu utilization was above 88%. Whenever I hear the fans spin up when I'm not doing anything in the laptop, I open the task manger, see my cpu utilization at around 90% but it immediately goes back down to normal levels and the fans slow down. This doesn't happen when I'm actively using the laptop, but happens if I leave it on its own for a couple of minutes or if I'm watching something. I ran an antivirus scan and malware scan but found nothing. Anybody have any ideas? Thanks

If you have been on sketchy sites it should be something but otherwise it could be windows service or something.
