Should i upgrade my cpu?

My current setup:
GTX 1060 6gb
2x4gb ddr3 ram
intel i5-4440

Often I see during games that the CPU is at 100% usage while playing BF4, OW etc. Is an upgrade needed for my pc, should i upgrade the cpu or rather add ram?

Do you have much money to do so? Otherwise it would not wortht it.
