Fluctuating Colourful matrix type display on monitor and computer not booting into normal mode Problem

Recently i had been having lot of BSOD then one fine day i was playing tf2 GAME and
my PC crashed without giving any bsod and gave screech sound from earphones.
after my pc crashed i started PC again and monitor display was like fluctuating colourful matrix and was not booting in normal mode also it shuts down after some time without booting into normal mode or stops if by chance it progresses till 'Starting Windows' it again shuts down or blank
Please Help me identify which pc component is culprit also solution for it

System specification:-
My Rig(3.5yrs Old)
PSU -Corsair VS550

RAM- 8 GB x 1 DDR3 1600MHz Corsair Vengeance

Graphic card- AMD HD7770 SAPHHIRE 1GHZ EDITION

Motherboard- Gigabyte 970A-ds3p (rev 1.0)

CPU- AMD FX-4300 (stock 3.8Ghz)

Here's what i have tried:-
1)Reslotting RAM in different RAM Slot and reslotting graphic card in same slot

as i observe that now my pc kinda boots till 'Starting Windows' there has been progress but it shuts down or gives blank screenright after that
update- the above happened for only 1st boot using 1)

2)changing cables - same fluctuation just pink tint while on my old vga cable
i had actually bought new dvi cable recently to solve pink tint display problem caused by old vga ,cable is not the culprit

please help me identify which pc component is problem and solution for it

My analysis till now is its either Faulty RAM or Graphic card
