Cpu is bogging my computer down.

why not show also processes from all users? it could be from either SYSTEM or some other user...
you could be hit by a virus? maybe download "rkill" and see if it finds any running processes?
download malwarebytes and install and scan.
and run a full scan with Windows Defender.
also do a system integrity check with "sfc /scannow"

better to check. no harm trying.

can you show us screen shots of task manager? I understand you also installed Process explorer? Can you show a screen shot of it as well? (upload screenshots to an image sharing site like imgur and share a link here)

Which task is meant to use 100%?

Have you tried a clean boot? https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows see if that fixes it, if it does it means the problem is likely to be a startup program... you would need to add them slowly to figure out cause.

Yes,it is a site without too much crap,

Can use Imgur to post a picture here,use the "img" link.
Click "new post" ->choose "upload images" -> "browse" ->choose the picture and click "open" ->put cursor on the picture that you uploaded->choose "share links" and copy the img link,paste it in your next post.

MsMpEng = Windows Defender. According to Resource monitor (1st window), it is using 45% of CPU at time of screen shot. Looking at Task manager, the 3rd task is also likely to be part of Defender, looks like its doing a scan. One way to stop defender running scans is to use another Anti virus

curious how the resource monitor is reporting processes to be using 105% of CPU... speed step?

were the task manager & process explorer shots taken at same time? The discrepancy in CPU usage is interesting.

what is CPU usage like in safe mode?
