Can one flaky SSD mess up another?

I have two SSD's installed in my system. One of them (OCZ-Agility 3) is dedicated to the OS (windows 10). The other (Samsung 850 Pro) is only used for programs.

I have noticed some weird performance issues going on and started to troubleshoot my system. I hit a bit of confusion when I tested the SSD's. The OCZ's transfer rates were very erratic, while the Samsung's were rock solid.

Two questions popped into my mind. One does the OS drive normally test erratic, and two if not could that drive cause issues with performance overall. My main issue going on is performance drops inside programs. In things like games I can tell a big difference all of a sudden on load times.

Lastly I feel both drives are under-performing, however I have ran through the settings (BIOS, etc) and can not figure out what's causing it.

Any thoughts?
 

Benchmarks look like those drives would be limited by SATA2 transfer rates ~ 300 MB/s.
Are they connected to SATA2 ports or SATA3 ?

Samsung Magician would show what sata mode they are operating in.
