CD-ROM Code 19 Problem

I have two computers, so far, that cannot access the CD drive after the latest Windows "updates".
Both of them show the "cannot start the hardware ... Code 19" message.
Uninstalling the drive and restarting the computers does not fix the problem. Neither of them have any high or low filters entries in the registry.
The only other solution I have found is to replace the drive, but I cannot believe that two drives failed at the same time.

Did you install any programs like Daemontools? This can screw things up

What version of windows is installed?

The computers are running vanilla Windows 10 Pro. The only programs on them are Foxit Reader, Mozilla Firefox, Thunderbird, and a couple of custom programs developed in-house. The drives were working fine until the latest "updates".
