Windows 10 won't boot even in safe mode

So when I opened my Asus laptop this morning, it was really slow.
Windows was loaded and everything but i couldn't open a program afterwards.
So I decided to restart my laptop because I thought that would fix the problem.
But now my laptop gets stuck in the Asus logo screen.
I can go to the troubleshoot tab with F9; but I can't really do anything there because when I want to start the laptop in safe mode I get the same Asus logo screen.
When I try an other option like the recovery it says that there are no administration accounts on this pc so I can't do that. I could do the hard reset; but I have important files on my hard drive that I don't want to lose.
Sometimes there is a scentence under the Asus logo screen saying : determining problems on the pc. But there is no end to that as well.

Can you please confirm if you have access to a Windows 10 bootable disc or USB drive?

If so, you can try Booting Windows in Command Prompt externally, and running the SFC /SCANNOW Command with the OFFBOOTDIR=D:\ and /OFFWINDIR=D:\WINDOWS parameters from there.
