Best Full HD monitor under 8 thousand Indian rupees

Hi,
I want to buy a 22 inch Full HD monitor under 8.5k (Indian rupees)
Please suggest me monitors which has below mentioned things:-
IPS Panel
Full HD resolution
HDMI support
Response time under 8ms
Screen finish must be Matte.

Any help will be appreciated.

DELL-SE2216H
DELL-S2218H

I would recommend going for S2218H over SE2216H because it is flicker-free and is newer version with additional features.

Thanks king for your reply but both are out of my budget
Dell se2216h is 9k approx and Dell 2218h is 10k approx in Indian rupees
Also se2216h has 12ms response time
Please suggest any other monitors

All your requirements for your given budget is not possible. I can list monitors with TN panel but IPS panels for less than INR8.5K none available.

I agree but I want to play games like witcher 3 gta 5 like rpg and aaa title games
So if the panel is va then can I get the better experience means better color reproduction which seems to be good.
If yes than please let me know your choices.
