Screen tearing online videos

Screen tearing has been a small problem for me when gaming but I'm able to fix that with the vsync optional but what I don't know how to fix is screen tearing in videos I watch online (YouTube, xfinity stream and NBC sports). Whats weird though is that it only happens when I put the video in full screen. Does anyone's know why this happens and how I can fix it?
My rig: gtx 1080, i7 7700k, 16 gb ddr4
I also use a 4k 60hz tv

its because the video is taking the whole screen and running over the max fps of the refresh rate of the screen. In a window it is mitigated by Windows itself synching the screen to the refresh rate (so windows doesn't screen tear when you're painting or working in excel etc). One thing you could do is run the video in windowed mode and maximize it, but not fullscreen, it shouldn't tear, but it will look weird with the borders around it.
