After a motherboard change?

I currently have windows 10 on my computer and it's linked to my microsoft account etc, I'm switching motherboards soon but I do not have a windows 10 cd only a windows 8.1 one. Can I still use the microsoft account with the product key to activate Win 8.1?

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

One installer as requested

Don't need key, just choose "I don't have a key" on page where you would enter a licence, when installing win 10 and PC will continue installation. then do the 2nd part of this link - Reactivating win 10 on new hardware to link the new install to your account
