Ho to allow a user (user1) access to ONLY 1 folder?

Say I have a user called "user1" how do I set i up so they have acces ONLY to 1 folder

It is probably not possible. It has to acces some folders, just to operate.

In a Win 10 system, they need access to a LOT of folders, just to make the thing work.
Windows, Program Files, Program Files(x86), AppData, /Users/ThatPerson/, others....

By default, a standard user called ThatPerson does not have access to other users Documents/Music/Photo/Video....

What are you actually trying to do here?
