just build budget pc But every time i boot to windows it will restart i try downclock and its working but i won't overclock my mobo show low voltage on 12w

mobo asus p5b Delux
cpu Xeon x5450
4gb ram
250W psu

That motherboard doesn't support Xeon CPUs:

It definitely needs the latest BIOS update to even think about trying to install windows 10 on it:

And even then, it's not likely to be Windows 10 compatible at all.

Solution
At userbenchmark.com I see an overclocked X5460 running on that MB there at the top of the list, and it's overclocked to 3.8GHz.

The 250W PSU is pretty light for overclocking a 120W CPU. Might not have enough 5V. power. Some older boards need more there. I would look for a PSU with 350W for a basic GPU, and add power for every GPU PCIe connector needed. +75W 6pin, +150W 8pin. I would ask at ASUS how much 5V. it needs. But I like to see at least 18A on the 5V. rail.
