Windows 10 won't let me reset

When I boot my PC, it gives me the blinking cursor in the corner, instead of booting. So I am trying to reset windows from the installation disc, but is not giving me the option to reset. When I click advanced options "Reset your PC" does not even appear. I wanted to reset windows without losing my files because I had all my programs and windows installed on my SSD, and didn't want to have to sit and reinstall Photoshop, steam, etc. Anyone know a way to fix windows without a full format? Btw, I didn't have a system restore point, and clicking "return to the previous version of Windows tells me to "reset my PC" (troubleshooting →reset this PC) but this option doesn't show up. Also, startup repair does nothing at all.

the blinking cursor means it can't see any boot able drives most likely.

The windows 10 install disc may let you REPAIR your windows install, if it doesn't give you that option, it can't see your windows install either.
