Need help booting new build

Just finished building my computer and everything powers fine. When looking to download windows my computer will not boot the media device. Have tried both using CD and USB. BIOS is picking everything up and I have changed boot order as well. Any tips

Try hitting the F8 key just after post. This will force the OS into making a selection which drive you would like to boot off of, choose the drive that has the Windows install media.
