Slow Internet - but network is fine

Hi All

We have a computer issue at my workplace, and I was hoping someone could help?

The network seems fine - but the computer itself is SO slow when on the internet. Just to load a webpage can take up to a minute, sometimes longer.

Speedtest.net
Ping 24
Download 17.82 (other computers on same network 20)
Upload 17.89 (other computers on same network 27)

I have changed the network cable, and also shifted the PC into another room to try and get it faster. Could it be the computer itself just with bad specifications? or something blocking the network?

Windows 7
165 GHZ Processor
4GB Ram
64 BIT Operating System
134GB Free on C:

I disabled Kaspersky, no luck - and can't see any "slow down" programmes in processes.
