4k IPS monitor with 2x HDMI 2.0 for PC and PS4 PRO

1. i5-3570k (OC to 4.3 GHz) CPU, MSI GTX 970 4GB GPU, corsair XMS3 1600 MHz 2x4GB RAM, 1TB HDD, 128GB Crucial M500 SSD
I'm planning on upgrading GPU and RAM and probably CPU in the near future

2. Is that a definite for all titles? I mean, even if a game did 40 FPS at 4k I don't want my monitor to be restricting me from getting those extra 10 frames.

I'm looking for a 4k 60Hz monitor - I understand that if a monitor only has 1 HDMI 2.0 port and 1 HDMI 1.4 port the max FPS on 4k will be 30 using the 1.4 port. I'm also planning on upgrading to at least a 1080 or next generation equivalent (1180?) soon. I don't play any FPS games on PC - I leave any multiplayer games for my PS4. I usually play story based games and RPGs on my PC (Assassin's Creed Origins, Fallout 4, Skyrim, Witcher 3 etc). I also watch movies and serials which is why I wanted 4k. I sit reasonably close to my monitor so I'd have thought I'd notice an improvement with double the pixel density?

I have the LG 27ud59 and really enjoy it.
If your using a good gpu why not just use the DP and that way you only need 1 hdmi 2.0 port.
Plus like stated ps4 won't do 4k at 60hz
