AMD Catalyst Control Center not opening

AMD Catalyst Control Center is not opening. I have windows 10 and when I right click on the desk top and select AMD CCC, it is not opening, there isn't even a pop up saying that it crashed. The reason that I'm trying to open it is because my computer screen has a black box surrounding it and I watched a video saying that it is the scaling option in AMD CCC.

Did you try reinstalling drivers ? Clean install may be best.
