Will not boot. Endless repair loop. use of command prompt only.

I updated my drivers using driver booster from IOBit. I have never had any problems with windows 10 until the driver update. Once I let the software update my drivers it all worked UNTIL I restarted my PC in order to load these drivers, I think 10 were changed.

I've been using the command prompt under advanced options trying to fix this. Its all I have access to. And I believe I can if I can get into the device manager to roll back these drivers.

Command prompt starts with ( x:\windows\system32> ). I then type devmgmt.msc or mmc devmgmt.msc but it just won't open (access denied), same with my c: drive. No access to the run box.

I found DevCon online and it tells me to type the word verifier into the command prompt and it looks promising. I can get to all my folders but 98% of them are empty.

But I can bring up all the drivers on my PC. I think its telling me there all off and to check all the boxes to turn them on but I'm not sure that's what I'm suppose to do and I don't want to make things worse, if that's possible.

you will need to get a Windows installer to help you repair it. go visit a friends house or an internet cafe. you can go to the site below and follow instructions there. prepare a usb drive (at least 8GB) or write into a DVD with the ISO file.

as soon as you have it, boot your PC with USB/DVD inserted.
press F8 (or F2/DEL go to boot menu). and select the USB/DVD. select repair.
