Why did my Intel HD 520 Core GPU Clock changed from 1000Mhz to 300Mhz?

Intel HD 520 Core Clock changed from 1000Mhz to 300Mhz? Can anyone help with this? My 3D Mark Sky Diver score changed drastically. The only changes I made was to add an additional 4GB stick and reinstalled the OS. Backing down to 4GB did not resolve the issue. The GPU is at a rock solid 300Mhz under load using GPU-Z and Intel Processor Diagnostic Tool.

Thanks. Idle is 41C jumps to 61C under GPU-Z render test. Would that be hot enough to throttle the turbo boost? I ran a number of these tests back to back prior to the issue and it was rock solid.

Also, 3D Mark reported 1000MHz clock at app startup prior to running the test. Now it shows 300MHz. Wierd.

It's steady at 300MHz regardless if the GPU is idle or under load.

SOLVED. Installed "Intel Dynamic Platform and Thermal Framework" Driver from Dell's support website. The driver reports as older that the installed driver.

Works like a champ. GPU-Z shows "GPU Core Clock" running at 950 MHz during the render test. Also my 3D Mark Sky Diver score went back up to 3608: triple the performance!
