I'm planning to build two computers and am having trouble finding a direct answer. I have to buy a copy of windows 10 which is $100+, but can I use that same disc to download windows onto both computers, as long as I purchase the additional license to activate the software?

Using the same install, sure.
Each PC will require its own $100 license.

You can create your own Win 10 install here: https://www.microsoft.com/en-us/software-download/windows10
Either DVD or USB.

I'm sorry I'm not exactly the brains of the operation. On google there are a lot of licenses for $22. Are those illegitimate? If so, then to clarify, No matter what I choose I have to buy this product: https://www.microsoft.com/en-us/store/d/windows-10-home/d76qx4bznwk4/1NT3
twice in order to get it on both computers?

You can get it cheaper:
https://pcpartpicker.com/product/wtgPxr/microsoft-os-kw900140

But yes, you will need to buy two legitimate licenses, 1 for each computer. Those $22 licenses are not legitimate and will likely stop working after a short time.

You can purchase the licenses, download the installer linked before and install when ready. If you do it before the license arrives, you only need to input the code once you receive it.

Solution
You might get a windows license for 10% off.
$22 is bogus and either a dell oem license or one filled with malware.
Buy only from a licensed seller like newegg.
If you are in a hurry, you can download the install media directly from Microsoft. They are all the same.
You can then buy the license online and the code will be delivered to you via email.
