16 GB 7.95 Usable

Hello, just like a lot of other Ryzen users when i attempt to run dual channel I get only 7.95 GB usable out of 16 GB

TO BE CLEAR THIS IS NOT A OVERCLOCKING POST, I AM SIMPLY TRYING TO GET THE SECOND STICK TO POST

My Rig
mobo msi b350 gaming pro carbon
gpu rx 580
cpu ryzen 5 1600
PS corsair 650W Gold
Ram 2x8GB G Skill Aegis DDR4-3000
Operating System: 64 bit windows 10
Bios: latest bios provided by msi

When both sticks are in Dimm 2 and Dimm 4 it goes into a boot cycle and cannot boot. It eventually decides to boot just using Dimm2 and my mobo gives me 3 long audible beeps which according to my manual indicates you should remove all ram and boot with just Dimm2. My system continues to run fine just shows 8 GB.

What I have done to attempt to fix this:
1)Booted with each ram stick individually and both boot at 2133 mhz fine
2) tried switching up the dim slots and the seating arrangements. My board will only boot with a ram in Dimm2 which limits this but only way i can get the full 16gb is running them in Dimm 1 & 2 but this is single channel which is not the end goal
3) Attempted to run at 3000 MHZ and 2800 MhZ with the specified timings provided by G Skill with both sticks
4) Attempted to run at 2133 MHZ and 2400 MHZ with the specified timings provided by G Skill with both sticks
5) On all these attempts at various speeds I played with the Voltage from 1.2 to 1.3 to 1.4Volts
6) Increased the North Bridge voltage from .9 to 1 to 1.1 Volts
7) Reseated my CPU
8) Ran MemTest individually on both, both sticks passed
9) Confirmed that windows has not set a maximum ram amount

Sorry, just to be clear...

Is this a "kit" of 2x8GB solid together in retail packaging?

Can you 'use' 16GB Total at any lower speeds?

Sounds just like two modules that don't want to 'play nice' with each other.
Typical of 'non matching' modules.......

If a kit, I'd expect them to function as intended at 2133/2400MHz - Ryzen chips/chipsets still have some issues with RAM at higher speeds.

same exact sticks of ram, it is not a kit, bought both individually ie 1x8gb and 1x8gb

no ive gone as low as 2133 MHZ with them in Dimm 2 & 4 and will not post.
