Reformatting old Hd from scratch through windows install

If I reinstall Windows will I be able to choose what drive I have the OS installed on. I want to buy a new SSD. Also will I be able to reformat the HD during this process, will this securely remove everything ? I basically want to restart from a a SSD with my HD completely securely erased before installing.

Yes you can. For the sake of surety you can unplug the mechanical HDD and have the SSD connected. After the system powers up and during installation it only gets to see the SSD. Laptop or desktop?

During the install, have ONLY the one drive connected. The SSD in this case.
This is strongly recommended.

Reconnect the HDD later, and then wipe it.
