High CPU usage of low graphics Game

Im Using windows 10 and im only playing ran online(low graphics 2d game) and the cpu usage per game is spiking 20%-40%

here is my specs: i5-7400
20gb Ram
Gtx 1050ti 4gb

i guess a bad optimized game that can't utilize full graphics card potential and cannot run efficient with newer hardware, which makes your cpu carrying the load

you arent by any chance watching streams in the background whilst playing?
