hal.dll missing or corrupted

Hello community, I am having problems with the hal.dll file. I can't restart my PC because it says it is corrupted or missing. I have tried (sfc/ scannow), startup repair, and checking the boot sequence. Any help is appreciated.

hardware allocation layer... PC can't start without it as it is what lets windows talk to hardware.

have you tried safe mode though I expect it won't work either

boot from installer, on screen after languages, choose repair this pc, not install
choose troubleshoot
choose advanced
choose command prompt

have you run chkdsk?
