Hi, first backup your registry. Here's how: https://support.microsoft.com/en-us/help/322756/how-to-back-up-and-restore-the-registry-in-windows
At a minimum, backup the WindowMetrics key (located at HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics). Right click on WindowMetrics, choose Export and save it as Backup.reg.
Then read this: https://answers.microsoft.com/en-us/windows/forum/windows8_1-desktop/windows-8-title-bar-text-extremely-tiny/e10224a2-1826-46ef-8d82-3bf3d0c927bc?auth=1 See the 2nd page on the "Replies".
Here's the value listed in my registry. I exported it then left only CaptionFont in the .reg file.
Will this help? I don't know. I don't know how fouled up your registry is. It might help, it might not, it might make things worse. Make that backup first and know how to use it if needed. (Double click on your Backup.reg to merge it into your registry to restore it back to how it was if needed). You might even need more parts of that WindowMetrics registry key before it works, if it does at all. If necessary, export the whole reg key from another computer and try to import it to yours, just remember to have that backup ready if needed.
It may take a full reboot before the changes take effect.

I wouldn't use the values listed on that page as they have obviously been modified to make the title bar thinner.
