Getting new computer, considering new monitor looking for advice and suggestions?

So my desktop computer died and I ordered the new one and have been going through many reviews considering upgrades for a lot of the peripherals and now I am at monitors.

The system:
Alienware Aurora R7
Intel i7-8700
Nvidia GTX 1070
(The system is already purchased so these are the specs we are working with.)

I am in the US and this computer is used for both gaming (mostly grand strategy {Civilization series} with some minor amount of FPS and RPG; a lot of 'older' games as I am not the type to must have the latest) and photo editing (lightroom/photoshop). With the photo editing I will not consider an TN monitor and the ms issue with IPS is not an issue for me.

I currently have an AOC monitor 21 or 22" which is 1920x1080 and I believe 60hz though I am not certain. The monitor is still functional and has been my monitor with gaming and photography for quite a while but I also was running an older graphics card.

I am open to any brand names provided the individual monitor is not strongly negatively reviewed for having issues. Given the layout of the desk the monitor size options are either 21" or 27" (or something in between).

Budget absolutely cannot exceed 400$US. Even then this may just be a wishlist item for a while.

What are the recommendations for a monitor? Is a different monitor even worth it or stick with the existing one? What type of monitor would the system handle well, 27" 1440p 60hz; 27" 1440p 144hz, 27" 1080p 144hz? If I upgraded to a 27" 1440p how would it perform if I set the game settings to maintain a 1080p?

for that price point and the requirement for an IPS screen, you will be pretty much stuck with a 60hz screen @ 1440p. Going for a 144hz screen in 1080p, you will break you $400 and then some more as you would really want to have a gsync screen (more $$ again) to avoid tearing.
