Windows Search Service doesn't start, "This PC"/Quick Access folders stuck on "Working on It", & Can't access File Properties

I cannot see any File Properties. Selecting "file properties" with either the secondary mouse button or the ribbon does nothing.

The Windows Seach service cannot be start. Each time I try to start the service in service.msc I get the error: "Error 2: The system cannot find the file specified

In addition, opening File Explorer on "My PC" doesn't show the list of drives, instead showing the dubious message "Working on it...".

The Troubleshooting finds two problems: Windows Search not Running, and Incorrect Permission on Windows Search Directories

I tried running sfc /scannow but it doesn't find a single error
.
Here are the other solutions I tried:
- Deleted everything in C:\ProgramData\Microsoft\Search\Data\Applications\Windows
- Deleted everything in C:\ProgramData\Microsoft\Search\Data\Temp
- Restarted Cortana Process
- Tried to Rebuild Index

I have no idea what to do. Please help!
