60Hz Refresh Rate on my monitor and Black screen when exiting fullscreen games?

Hello, I have a problem with fullscreen games that whenever I exit them or get notifications I get a black screen for a few seconds. Basically when the game exits fullscreen. I have read other threads about this problem and most of the solutions are "Change to a 60Hz refresh rate". That's where I have a problem because my monitors refresh rate is already at 60Hz and always have been. But I still get the black screens. Does anyone know a solution? Thanks in advance.

Can you please try the fixes given here and here?

Looks like Gsync and Vsync settings or your antivirus or firewall might be the culprits.

I looked at the solutions you gave me but those problems are not quite the ones I am having. When I exit fullscreen the screen goes black, but only for about 3 seconds and then everything is back to normal. In those solutions you sent the problem was described as a black screen that didn't go away. Is there any way to fix it and what is causing it?
