moving windows to a new computer

I am buying a factory refurished windows 10 PC with legit Windows license.
But I need to move the windows 10 OS from the refurbished PC to another PC. Because the hardware of the refurbished PC is too outdated.
I have not purchased the refurbished PC yet. I also don't want to open the refurbished PC casing because it still comes with hardware warranty.
What would be the proper way to do it?

If it is from a major manufacturer (Dell/HP/etc) it may not work.

Of course, if successful, this leaves the refurb system with no OS license.
What will you be doing with the refurb hardware after?
