moving windows to a new computer

I am buying a factory refurished windows 10 PC with legit Windows license.
But I need to move the windows 10 OS from the refurbished PC to another PC. Because the hardware of the refurbished PC is too outdated.
I have not purchased the refurbished PC yet. I also don't want to open the refurbished PC casing because it still comes with hardware warranty.
What would be the proper way to do it?

You can link the Windows license to your Microsoft account and log in with it on the new computer and choose to activate Windows using your computer.

I don't think that works for OEM systems from HP, Dell, Acer, etc... On franchised systems like that, I'm pretty sure the Windows license cannot be moved to another system.

If it does not...oh well, you tried. Buy a regular Windows OS license for the other PC.
