So I have an ISO file of Windows 10 from a late 2016 version and was thinking if downloading the latest ISO and Installing it and Installing the 2016 ISO and updating it is the same thing. Thank you in advance.
No, it is not the same thing. Download and install the newest version because it will save all of the downloads instead on installing the older version and then updating. Much better in the long run to just download the newest version.

Sure, you can install from the older ISO and then update Windows. Did the very same thing yesterday on a system.
It will add time to the process, to download and install the updates. However, in the end you'll have basically the same thing in place as using the most recent release provided by MS.
