Dell Monitor lines overlying screen but go away when turning off and turning on monitor.

Hello, I bought this Dell Monitor a while ago and it had a persistent issue where it had lines sometimes overly the screen when it first turns on. I was using an HDMI cable at the time and thought that the issue was from the cable since the problem disappears if I turn off then turn on the monitor again. I recently switched to a VGA cable but the problem still persists albeit less than before.

the pictures attached will show you what I mean. the lines fill the screen and make the colors washed out.

Does anyone know what might be causing these? I have 2 speakers on each side of the monitor but they don't seem to be the problem.

The images are hard to see but you can tell that when I open a window the lines are more obvious.

Do you get lines in your monitor when you disconnect video cable (using the monitor's built in menu to test).
If not, looks like a video card could be failing. What kind of system is this? I recommend running diagnostics
