Gpu fans don’t turn on, no display and no power to any usb ports

My computer has been down for a while and I decided to make a new thread because I don’t think anyone wanted to read the giant story. Anyways I have no power to any USB ports on the motherboard and tower. Also I messed around with trying different stuff out. Found out that my gpu fans are not running at all when ram is installed but when I take out all sticks the gpu fans go but still nothing displayed or even picked up when i turn the system off(no signal message). Just thought that was an interesting bit. Btw gpu fans don’t turn on with any individual stick of ram either or any combination. But the gpu fans do run when there is no ram and they run for a few seconds, stop then run for a few seconds and cycle like that. Please someone help me with this. Personally I thought my motherboard was the problem because a while back I overclocked my gpu to the max to see how much performance I could get out of it. What do you guys think?

The motherboard is working to the extent that it detects that there is no memory. But it isn't passing POST. Based on the very limited information on the system, I would replace the motherboard. But I would say that there is a good chance that the CPU is bad as well.
I would go into the BIOS and record the overclock, fan settings, boot priority list, ect . Then reset it to the defaults, and exit saving the settings.

If that doesn't help, I would suggest updating the BIOS to the latest version. It may also be necessary to update the motherboard drivers (since you said that the USB wasn't working).

Hey sorry for the PM, I didn’t know how to quote. But how can I check bios if nothing will display?
 
What are the system components?

Have you tried another monitor or TV (with HDMI)? Have you tried using the motherboard video outputs? Have you tried another graphics card? Have you tried another PCI Express x 16 slot?

You said that you are having USB problems. Most manufacturers have an option to update the BIOS using a USB thumb drive. But that may not be a possibility here. If that is the case, there may not be a fix.

I breadboarded and heard no beeps. I’m using headphones on my motherboard’s output audio slot to listen and there is nothing. First did it with just ram and cpu installed nothing. Did it again with no ram installed just cpu and fan and there are no beeps. What’s next?

I pulled the battery from the board and put it back in after a few seconds, no change. I don’t have one of those speakers but would it be safe to assume that the problem is probably the motherboard?

I would say that the motherboard is a likely candidate. That is the purpose of the case speaker (to troubleshoot the motherboard). But without more information, it is a guess. The CPU, SDRAM, PSU, and motherboard can prevent the system from booting up.

Okay so I picked up a case speaker. So far I get continuous beeps every half second if there is no ram installed, with or without gpu. If I have ram installed and just cpu and cpu fan there is no beeping. If I install gpu with ram and cpu there are no beeps.

A single beep in general means that the motherboard POST passed. The repeated beeping means there is no SDRAM. No beeps means it it didn't pass POST. Apart from that I need the motherboard manufacturer (preferably the model #) or the particular BIOS.

It is a gigabyte GA-970A-UD3P.
So can we for sure say it’s the motherboard?

Thank you very much for all your help Terry, I appreciate how quickly you could respond to my questions. If there are any updates I might post them here. But the first step I plan on taking is replacing the motherboard. Thanks again!
