Is there a way to block downloads?

since my little brother uses my pc he tends to download a lot of things, and my pc ends up with a lot of unwanted extensions and programs, can i block downloads temporaly?

Yes. You tell him not to download stuff onto YOUR computer

Just make him a user account with basic priveliges. This will prevent him from installing anything.

You may also want to install in that separate user account some parental software. You don't want your little brother to yet learn everything about bees and birds, probably, or ask simple query about a Disney character.
