I'm looking into buying this monitor, but i'm concerned about tearing. Is it a good choise to buy a freesync 144hz monitor with a budget GPU?

Completely depends on what games you plan on playing. The 1060 will easily consistently provide 144+fps in E-sports orientated games such as CSGO. For the most graphically demanding games, turning down a few settings will enable a smooth 144fps experience. This is of course, if the CPU can keep pace with the 1060.

I have a Core i5 7500, is it enough?

For esports titles yes. For single player, graphically intensive games I think the PC may struggle to get a constant 144fps.
