Mid - High End PC Running Extremely Slow!

Hey guys so I've searched all that i can and nothing works for me, my PC just started acting weird and slow about 2 weeks ago and mi not sure why. I dint use it for about 3 weeks prior to that and it was off and unplugged. Now, no matter what I do, it will not come back to how it was! I've re installed windows (3x) COMPLETELY changed the HDD, updated the BIOS, updated the card, and updated all the drivers that I can! What am i missing?

Much more detail in what exactly is slow would be helpful. Lower than expected FPS in a game? Taking 20 minutes to POST. Is the hard drive always at 100% usage. Etc.

the entire PC is just slow in general, long boot time, launching apps, gaming, etc

cpu >10% usage (100% when downloading things)
memory 35%
disk 15%
network 5%
gpu 0% (not gaming right now)

CPU? it almost never reaches 100% but it also never goes over 65-70 Celsius and stays around 40-50 (water cooled)

GPU on the other hand hits 90 Celsius on 100% (OC) but i never ramp it 100 unless I'm playing intense games

Did you ever let it get done doing those windows updates? If you keep interrupting it, it keeps trying.

What is the CPU load showing the task manager? Does it ever get to 0% and stay there if you are not running any sort of applications, games, etc.

yes 0% on the desktop

So hopefully that rules out background task, updates slowing the system down.

Now what happens when you run a full load, prime95, game, etc. What does the performance tab in the task manager show? Does the speed get to 4.5 GHZ or higher?

cpu doesn't go above around 65ish% and gpu can go up to 100% mem and disk doesn't go above 50%
