Computer screen is choppy/stutering/wigging out

I recently have a had a problem I have never seen before with my computer. The screen keeps stuttering and being choppy. There are no performance issues and the monitor is fine. I have reinstalled the GPU driver and its still did not fix the problem. I do not know what else to do.
It also does it in safe mode.

Specs? Did you do a clean install (i.e uninstall using DDU and install new drivers)? Tried system restore?
