Great unigine Benchmarks at ultra but Thermal Throttling even at low settings in games

Hey. I have an Asus ROG GL502VS DB-71. It runs a gtx 1070 and has 16GB ram.

Coming to the issue, I have been facing a lot of thermal throttling lately. It has been a year or so. Earlier it used to run fine. The confusing thing is that although when i run unigine heaven benchmarks even at ultra, there is not TT and framerates are above 80 consistently. But as soon as I start a game even at low settings it starts to thermal throttle even at decent temps. Please Help.

I have thus far applied the following measures but to no avail.
-Tried to reduce core voltage offset with intel xtu
-Changed the power plan to maximum performance
-Changed the cooling options from adaptive to active
-Reapplied Thermal Paste and cleaned the Vents.

Define what you mean by Thermal Throttling, I have an old Pentium D and the fan goes crazy but it isn't thermal throttling. Download AIDA 64 and run the stress test, if it thermal throttles it will tell you, if not it isn't thermal throttling, make sure you tell it to stress CPU FPU and Cache.
