I use [Spybot Anti-Beacon] and ocassionally open it and make sure everything is immunized (Telemetry blocked). If it shows back up afterwards, then Microsoft is probably secretly re-enabling it some way or another and there's not much you can do about it, other than opening Anti-Beacon and trying again. Read the last paragraph on the link below to see what I mean.

There are other programs similar to Anti-Beacon. If you try them, be sure you know what the options are before disabling things. It's really easy to destroy your Windows install with these utilities.
